I have telephonea to Mr. Packham who informs me that the Aumiralty is considering the 28 question of a gratuity to Lam Shui nung in respect of his former naval service. There had been some uncertainty as to his identity (vide Nos.90 and 102) but this has been cleared up. I told him that I asked advice from M.V.T. (Broadley, tel.ext.2348) seeing that Merchant Navy personnel were compensated for loss or personal effects through scuttling of their ships, but they could not assist as this is clearly a case for the h. Kong Govt. who were responsible for the entire "Cornflower" expenditure. I therefore tolu Mr.P.that, in view of our general attitude to losses through enemy action, the claim could only be registered and that I was replying to Admiralty in this sense. He did not expect anything else.
